Makes sense to me if you just assume playoff rounds are a roughly 50/50 winrate for any team.
Brewers are the only division leader that are a virtual certainty to win their division. Winning the division is a guarantee of avoiding the first wildcard round and guarantees a team top 8 which would be ~13% chance to win the WS.
No other team has their division locked, so those division leaders will be slightly less than 1/8 chance to win the WS.
