They’ll never go for it.
Koshien’s had 9 inning games for over 100 years, they aren’t changing it now. For 90% of the kids playing there it’s the highest they’ll ever get, they want to play there as much as possible.
Just implement stricter pitch counts and drive on.

Tradition is a form of inertia that is challenging to overcome, but I support a seven inning limit for that age group. Two innings doesn’t seem like much, but I remember how difficult it was going from seven in high school to nine in American Legion.
